Chief Commissioner

Victoria Police is headed by Acting Chief Commissioner Ken Lay and is part of the broader Department of Justice portfolio.
THIS MEANS THAT THE BUSINESS THAT TRADES AS 'VICTORIA POLICE' -ABN 63 446 483 491- COMES UNDER THE BUSINESS 'THE DEPARTMENT OF JUSTICE' -ABN 327 9022 8959- WHICH TRADES UNDER VARIOUS NAMES SUCH AS THE SHERRIF'S OFFICE, THE VICTORIAN GOVERNMENT SOLICITORS OFFICE, ROAD SAFETY ENFORCEMENT TECHNOLOGY, THE MAGISTRATES, COUNTY & SUPREME COURTS OF VICTORIA, V.C.A.T & THE VICTORIAN LAW REFORM COMMISSION AMONG OTHERS.
COURT IS A VENUE TO DO BUSINESS AND THE VARIOUS STATUTES ARE ESSENTIALLY CORPORATE GUIDELINES THAT CAN ONLY BE ENFORCED CIVILLY BY A PRIVITY CONTRACT HOLDER ON ANOTHER PRIVITY CONTRACT HOLDER.

Minister for Police and Emergency Services

The Chief Commissioner reports directly to the Hon. Peter Ryan MP, Deputy Premier, Minister for Police and Emergency Services, and Minister for Bushfire Response.

Victoria Police Executive

With a commitment towards best practice corporate governance principles, Victoria Police utilises a 'Victoria Police Executive' model for strategic decision making and performance accountability.

The Victoria Police Executive has responsibility for setting corporate policy positioning, setting strategic direction and policy, organisational performance targets, corporate budget and for monitoring organisational performance.  It also has the responsibility of mentoring the various departments and developing senior staff.
As the peak decision-making body, the Victoria Police Executive ensures that structural reporting lines are consistently aligned with organisational objectives.
The Victoria Police Executive is supported by six committees.  These are:
  • Ethical Health Standing Committee
  • Victoria Police Leadership Group
  • The Operations Committee
  • The People Committee
  • The Information Management and Security Committee
  • The Finance and Investment Committee, and
  • The Victoria Police Audit Risk Committee
Each committee has its own terms of reference and charter.  Each committee is responsible for the development and oversight of core strategies and projects in their area of focus.
The committees meet formally at least every six weeks, with the Victoria Police Executive meeting every week.
