317B. Interpretation
(1) In this Division-
drive, in relation to a motor vehicle, includes operate a vessel; motor
vehicle includes vessel, whether or not the vessel is powered by a motor;
operate, in relation to a vessel, means-
(a) steer or navigate the vessel; or
(b) direct the steering or navigation of the vessel or provide
instructions as to the steering or navigation of the vessel; or
(c) substantially change the movement or direction of the vessel; vessel
has the same meaning as in the Marine Act 1988.
(2) For the purposes of this Division-
(a) a person may operate a vessel that is at anchor, made fast to the
shore or aground;
(b) a person does not operate a vessel solely because the person is in
charge of the vessel.
